I built a PC on a bookshelf, scredwed all components on the bookshelf. It
works fine. But I think it causes severe radio interference, at least when I
listening to my portable radio. Could this affect the neighbours?

Anything's possible when it comes to broadcasting RF like that. If its bad
enough, and people complain, the FCC could actually hunt you down and fine
you-but that would be really unlikely to happen.
