Locking out "things"

Where in Windows 7 can I, or just can I, lock out access to wireless networks that are in range but not ones I want used, and access to IE8/9 Tools > Options... I don't want users to be able to delete internet temp files or change settings.

You can either disable wirless totally or leave it open, you can only block access to wireless networks on the network side through security settings.

But apply things carefully and to the right accounts yor you can easily make the system pretty much unusable by anyone.
