No matter how hard I try I cant get my rating above around 28% on Yew Island
after 20 years. There just doesnt seem to be enough money to do anything
subbstantial in the time.
Has anyone completed it that could provide a few tips please?

That is a poor scenario, the way to 'achieve' the goal is to build stupid
long bridges, twin of course with as many trains as required, across the
water. It took me 17 years, but most of that was spent pissing around
trying to build a near normal network. Coal and ore to the steel factory,
then steel to the factory. Also logs can be moved across the sea.
