Problem with no icons appearing on desktop

The desktop image is displayed, but when you go to Task manger (ctrl,alt,del
one time) nothing appears. Booted into Safe Mode and samething. Any ideas?
This is on a laptop and occured after the user had been browsing the
Internet. Again nothing but the desktop image shows up on the desktop and
right clicking produces no screen properties. Any help would be appreciated.

I must add that I can not see the task bar either. Nothing appears but the
desktop image and this is the same in Safe Mode.

Boot to a DOS prompt using your boot floppy and run
SCANREG /RESTORE
from the command prompt. Chose the most recent copy of the registry of
the five offered that predates the start of the problem.

Remove the floppy and reboot and see if you are now able to boot into Win
Me.
