What controls the Network Icon on the Control Panel. At the current
time I am getting an error when I try to open Network "Your program is
making and invalid dynamic link call to a .dll file" Can I replace
the program from the Windows ME disk or Options? And what is the
program file name?. TIA,

Netcpl.cpl in the System folder.
Yes, you can replace it if it is really the problem.
Is it the only icon in Control Panel that has an error?
If so, do you get the same error by double-clicking Netcpl.cpl or
using either of these commands from Start-Run?
