My charger broke while I was out of town and I lost everything in my PPC. AS
wants me to create a new partnership but I would like to simply restore the
existing one since it is already aware of all of the software I have on the
PPC. Can anyone tell me how to restore the partnership?

start active sync. on the file menu there's an option to switch between
them.

Unfortunately, you cannot restore a partnership, without restoring the PPC.
I would imagine you made no backup. That might be a good idea for the
future.

The only option at this point is to create a new partnership. You cannot
reuse the name of an existing partnership. You can however delete that
partnership from the desktop and then give the PPC the same old name, for
the 'new' partnership. When you delete the old partnership, do not let it
delete the sync'd files folder, you can reuse that, and it will be accepted
if the name matches. All your Outlook info should just get sync'd back to
your PPC and AS will recognize the software that is installed on your PPC.
Any software that was on flash memory cards or in Flash ROM are still there,
however the registry entries that told the OS they exist is gone. They will
need to be re-installed. That can be quickly done from the AS Add/Remove
programs menu option. Just click the check box and say OK to install an
app. I would do this one at a time to give you more control over where they
are going and to prevent confusion if an app install requires a soft reset.
