error starting my friends computer with win. me

every time we start it up get eror messagesvqodjy.exe, also wintask, screen
then gets extreme large blue triangle message of error in desk top. Will not
go to internet, and now mouse doen't work HELP!

I would if i could get things to work at all thinking about a reformat any
suggestion on relatively safe way to do that? thanks
