Well, my dear, sweet mother (using WinME) has lost the desk top icon of her
recycle bin. How can she get it back?

Find a 'Recycle Bin' in your filesystem somewhere and 'Send To' Desktop.

Or... If recent, run System Restore and roll-back to when the recycle bin

Get TweakUI from Microsoft
http://tinyurl.com/4k8th
Under the Desktop tab you can add and remove the Recycle Bin icon at
will.
But change the other settings with care as they can cause problems as it
is a powerful tool and was really intended for Windows 905 & 98.
Regards Mike.
