"The Pegasus.TTF file is currently being used and cannot
be replaced. Wait until Windows is finished using the
file, and then try again."

Please help me get this error gone, so I can get the
fonts I need.

it is possible that the file pegasus.ttf has been corrupted.

if you have another copy of the said file, let's say in a disc, just go to
your fonts folder, locate the file and delete it just like how you would for
any other file.

to reinstall the font, click file > install new fonts... and take it from
there.

This happens no matter what font i need to copy to this
particular computer.

This is not a default XP font, it must have been installed with some other
application. You might try right clicking the font and checking its
properties to see if it is associated with a particular application. If
yes, you may want to contact the apps tech support or check their website
for help with this issue.
