Once Windows has booted up it freezes up completely, yet on safe mode access
is allowed to various files. On ctl.alt.del to restart the blue screen
appears with the WARNING message. Any ideas?

More about : windows frozen start

Sounds like either a driver problem or a malware issue.

drivers......
Reboot to Safe Mode
Open Device Manager
Remove ALL error-flagged devices
Remove ALL duplicated devices - except those in the System Devices branch
(list them in your response)
Remove ALL 'Other Devices' if present
Reboot to Normal Mode - Windows will reinstall the required drivers -
hopefully curing your problem.

malware......
You may already have a virus/spyware hijack

download the Stinger from here and run it to make sure that A-V-disabling
viruses are not present on your PC
http://download.nai.com/products/mcafee-avert/stinger.e...

- update your virus scanner and run a full system scan of all files.

Reboot to Safe Mode and run CWShredder - to remove variants of the
CoolWebSearch hijacker.

Use CWShredder, the removal tool:
http://www.intermute.com/products/cwshredder.html
(download it without the accompanying rubbish)

download AdAware SE Personal Edition from www.lavasoftusa.com, install,
update, and run it to remove spyware, adware, and other such nasties from
your system.

Re-install your Win ME operating system
using the CD-ROM that came with you computer.

If it asks whether you want to reformat your hard disk(s),
JUST SAY "NO"!!!
