Locked out of Folders and can't install IE6

Using Me's Windows Explorer ... trying to access Folder Options from the
Tools menu yields:

This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.

Also ... cannot install Internet Explorer 6 ... at the end of the setup
process: "Setup was unable to install all the components. Please close all
applications and try running Setup again."
