Fatal Exception Error OE 0028 C0030AEC

I was not able to complete a Windows update and followed instructions to
delete iuhist.xml, iuctl.dll and iuengine.dll from all windows folders. Since
doing this I get random crashes with the 0028 error at c0030aec location. I
have not found any reference to this error at MS support. I have reinstalled
Win ME which has takken care of the windows update problem but still get the
random crashes with the same error message. I think I have a registry
problem. Anyone know what this error is and any fixes?
