new cd rom drive not 'working' ?

Install a new working cd rom drive into this pc running ME. This pc is
"half-dead" in a way it does not function properly due to virus infection,
which has been cleared since)
When I put in a good working cd,(ms security cd) it does not auto run or
when I look at the individual files in the cd and click the autorun, it also
does not run to load the program (ms security cd).
In the device manager, it indicates that the cd rom drive been install, so
what could it be preventing the cd runniing or loading the peogrames, ... any
idea please,
