Need to Boot from CD

Here is the situation:
I messed up Windows when I cleaned out niece's computer (deleted a couple
keys from registry)
Now XP boots up fine but the "Desktop" is not showing and Task Manager shows
that "explorer.exe" is not running - no good.

Anyway to fix this ?

So I tried to either repair or re-install XP but can not get into BIOS so
that I can boot from CD
Now the boot-up screen does NOT show which key(s) to press to go into BIOS
so I press all F keys and Esc.
But only able to bring up "Windows Advanced Option" (with no option to boot
from CD)

Any other way to boot from CD ?

Bios maybe 'delete' key
