NT 4.0 Password Policy Question

We are using NT 4.0 SP6a on our PDC. About 25 days ago, we set a password
policy that will enforce users' passwords to expire after 60 days. All users
had the 'Password never expires' checkbox checked. Yesterday, all of our
users were prompted to change their passwords. My question is simply this,,,
why would the users be prompted after only 25 days if the policy is set to 60?

Because NT tracks the last time the password was changed and they were
changed more than 35 days ago. 60 - 25 = 35
