Speech-to-text/speech recognition requires a lot of horsepower. Much
more than Pocket PCs have today (IMHO).

It is possible using a backend dedicated speech server but takes a lot
of work to do that.

I suggest taking a look at Microsoft Speech Server 2004:

You could use Dragon NaturallySpeaking 7 , on the desktop to convert voice
files on the pocket pc.

From Their web site...

a.. Increases productivity when away from the office by transcribing
recorded dictation from mobile devices, including Microsoft Pocket PC and
commercial digital recorders.

This does not run on the pocket pc and it does require some training time.
