Help identify these parts!

I have an identical card with one of these broken loose on one end. I can't seem to find any metalic points to attach it.

What is it? At first I thought resistor, but these appear to be attached at two points on each side?

Well, the number on the board, beginning by C lead me to believe that they are capacitor. And the fact that they seem to be polarized, just like capacitors.

The orangy red stripe is a dead give away, esp next to the + sign.
