Supply Voltage?

some questions reguarding cpu voltage

My sempron 3000+ processor takes voltage from the motherboard's ATX right? what voltage does it use for the cpu..
from PSU The wires are 3.3v, 5v and 12v, what does the cpu's 1.4v come from?

Pentium 4's 4pin special cable (ie: 2x 12V 2x Ground) does this mean the pentium 4 uses 12v for the cpu?

I'm wondering the same thing myself. Is it the capacitors on the board that can reduce the voltage? Or is it them Mofset(I'm not exactly sure how to spell this) things around the cpu socket.
