Memory Spike

Nt 4 server sp6 server 512mb memory 1024 pf
Server was brought down for service on reboot system very sluggish. Users can't logon.
Desktop freezes almost immediately.
Task manager indicates memory utilization at max but no programs running and limited services.
Services are DHCP, Backupexec and Norton corporate.
Any ideas?

Go back into the task manager and look at the processes tab to find the
application that's taking up all memory.
