Recommended PCI Graphics Card For Older PIII??

I have a freind who wants to play Civ 4 however his older computer dosen't have a strong enough graphics card. His CPU is a 1.4ghz PIII and i figured I would get him a 128 mb PCI card but does anyone have a favorite or the best performing one? Let me know as I have no prior PCI experience! Thanks!!!

Are you sure he doesn't have an AGP port?

yeah its a weird compact pc of some sort, but it is definetely a PCI slot no AGP could fit in the box heh.
