VGA-socket, is it possible to make it work for TV?

Hi,
my problem is the vga-socket. I was told that it works for LCD-monitors but not for regular TV's.
My old computer has a TV-out socket and it works for a "normal" TV with scart.
If i only have a VGA-socket, is there a possibility to connect it to a "normal" TV with scart entrence? Is there a transformer for this? If so, where can i find one?
(I have a Sony Vaio VGN-FS395VP)

Doesn't SCART contain the old-fashioned RGB signal professional CRT monitors often use? If so I'd start looking long and hard for a custom cable! VGA to RGB has been around forever.
