Bluetooth Dial Up Problems

In Pocket PC 2002, we are having problems dialing up with Bluetooth. We are
trusted with a phone but when it goes to dial, it says "Cannot detect
carrier."

Suggestions?

Well, this is my girlfriends phone and she uses MSN...and don't we use the
*90# thing for the phone number?
