Yes.

MS will not offer USB support for NT 4.0. Some manufacturers will support
USB for their appliance in NT 4.0.

It is up to the manufacturer of the appliance to supply USB drivers for NT
4.0.

site/company that offers software and equipment that will allow USB on NT4.
