Startup repair offline?

I tried turning my computer on today, and I got directed to a startup repair screen. Safe mode does the same. I run startup repair, and it fails. When I click additional details, I see:
Problem event name: StartupRepairOffline
Problem Signature 01: 6.1.7600.16385
Problem Signature 02: 6.1.7600.16385
Problem Signature 03: unknown
Followed by some more signatures. What can I do to fix this? I don't know if I have the Win 7 install disc or not...

Look for that Win 7 disk or ask a friend.

Why? What will the install disc do that startup repair doesn't? P.S. This is part of a larger problem about my computer being immediately directed to start up repair after getting the error "root cause found: patch is preventing windows from starting", or something along those lines.

What is the make and model of your computer? Does it have a hidden partition with windows on it?

It's self built, no partitions.

Can you by tapping the "F8" when first powering on the computer get into safe mode?
