Service Control Manager - 7001

After reboot Windows NT Server the Event Log exist next message:
Source: Service Control Manager
ID: 7001
The Messager service depends on the Workstation service which failed to
start because of the following error: The system cannot find message for
message number 0xMessenger in message file for Workstation.

What's the problem? What doing needed?
