W7 Starter Problems with Sibelius software install.

When installing the software, towards the end of the install I get the Administrator has set policies to prevent installation. Now I am in the administrator acct., I have added the regedit key in Windows/Installer and nothing seems to work. Please advise. Thx.

Update: I did use the Windows Instller Utility to delete the 2005 C++ Redistribution files and then installed again. Well I no longer receive any error message, but when I click the icon to open the program nothing happens.
