I need to order a card as soon as possible, and I don't know what all the specifications mean. Is there a reason why this card is so cheap compared to some that are slower or older than it? (example, I see the AGP version of the same card going for around 400 on Pricewatch)

That's a good deal.
OEM package means it will probably be white boxed for shipment to PC builder and not have any games but just the necessary's like driver discs, cords, and such.
It's a helluva deal at $249 so I'd jump on it today if you really need a super card at a super price.
The worst that could be is that it's refurbished, but I think since all the New ATi cards are arriving they're slashing prices to clear those shelves.
I surely wouldn't waste much time.
