Major problem with new video card

Hi, does anyone read the ATI part of this forum? It doesn't seem like it... I got a new radeon X850 Pro yesterday and it makes crazy blue lines show up on my screen even before windows (POST screen). Windows looks worse. It's not a driver problem since it happens as soon as POST screen. Here's a better description of the problem:

Sounds to me like a bad GPU, I had a couple cards do similar stuff in the past, it always turned out that the GPU was plain bad. Might try and exchange it, if that doesn't fix it I dunno
