Connect via DSL and Cable Models

We have a Windows 2000 based pier network. We have both cable model dsl
modem based connections to the internet.

Is there a way to setup the cable model connection as primary and go through
the dsl line when the cable connection is down?

Yes, there are several routers on the market that do this. Most people use
it like a load balance router.
Try doing a few searches on web site about load balancing routers.
I do remember them being all that spendy.
