Is it normal to have <00h>,<03h>, and <20h> next to every
computer name? I also have a lot of <1bh>, and <1ch> next
to my domain name. Doe this means that WINS is not
working? Also WINS has an option to replicate. I have a
PDC running the WINS server and two BDC's. Should WINS
be on the BDC's as well?

This means that WINS is working. Those are the entries that you want to see.
Each of those numbers represent a service that is registered in WINS and
available to be located on your network. Typically one WINS server is enough
unless you are on a very large network or have different subnets which will
require WINS for cross subnet browsing.
