Want to know how to open the 16 pipelines of a X800 GTO2

I’m about to buy a Sapphire X800 GTO2 and I have heard that this card can be unlocked to 16 pipelines even can run like a X850 XT PE. I want to know if this is true end how can I do this. Do I really need better cooling that the out of the box device?

Thanks a lot. Now I’m ready to buy this card but not sure if I’m going to need a better cooling device for the card. Which one should I get?
