Better Silicon tuner TV card or silicon tuner less TV card

Dear Sir,

I'm giong to buy a tv card next week. So i want to know the better TV card is silicon tuner TV card or silicon tuner less TV card?
Better if you can say with more details?

* These two models only they have(MSI Authorized Dealer in Sri Lanka).

1. MSI TV@nywhere Master (Conexant CX23881 Chip) - with Silicon Tuner
2. MSI TV@nywhere Plus (Philips Chip) - Without Silicon Tuner

What is the better one above two models?
