Hyperthreading is the term Intel uses for a feature they have in their higher end CPU's that allows them to run two logical threads on one CPU in effect sharing the CPU resources.

The operating system will view the CPU as two CPUs even though it is a single core processor. In essence it makes the CPU perform better in multi-tasking situations, although not as good as a true dual processor system.

The term "activated" I expect just means they have the feature turned on for that particular CPU. Intel uses hyperthreading as a marketing tool so people are willing to pay more for their high end chips.
