No, your A8N-E uses a nforce4-chipset. There is not support for nforce4 under windows 98.

Why do you want to run windows 98 anyway? It can't handle 1GB of memory very well.

i need to install win98SE so that i can install XP

You could try going down to only 512MB of RAM just until the win98 install finishes then go back up to whatever amount you have. That'll work (though Win98 won't have any drivers).

If you are upgrading, the XP upgrade CD will allow you to "upgrade" by putting in your 98SE CD after you begin the XP setup. My guess is that you have a non-bootable XP CD though. Am I right?

If so I won't help you as MS does not make any non-bootable XP CD's (meaning yours would have to be a pirated copy).
