How to enable audio in control panel

How do you enable Control Panel > Sounds & Multimedia > Audio , this is in
Windows 2000 Terminal Server environment, currently all greyed out

You can't. Windows 2000 TS doesn't support audio redirection. The
reason that the checkboxes are there at all is that they become
available when you install Citrix on top of W2K TS.

Upgrading to Windows 2003 is another option.

No, only from server to client.

Citrix Presentation Server 3.0 supports bidirectional audit
redirection.
