Toms utility to assign processes to cpu in dual core

Some time ago, I ran across an article that discussed assigning tasks/processes to individual CPUs in a dual core system. It had a link to a utility that could be used to otimize tasks in a dual core system. I cannot seem to find it, and have spent the last couple of hours searching for it. Can someone please post a link? Much appreciated!
