I agree with Rajesh on that one.
My wife is from Taiwan and currently uses the Fuyin
Zhuhao input method to write Traditional Chinese in the
US English version of Win 2K Pro.
I know how to use it to input simplified Chinese using
the regular PinYin system.
We actually experimented with trying to add other input
systems ourselves and we couldn't do it. I don't know if
XP is different and allows you to add new ones, but I
doubt it.
Since you are here in this Forum, I presume you have
already tried Microsoft Knowledge Base and they failed,
dumping you here ?
I can only suggest academic resources for further
research. They can be impressive You might also do a
search in Google for Chinese language resources.
Yale University have a well-known Chinese Computer
Center, whioh handles both Chinese on the Mac and the PC
They may not have the answer for you, but they have lots
of links/contacts who might,
http://www.ups.edu/faculty/perry/computer/home.htm is
just one of their URLs that popped out in a brief search
a moment ago.
Penn State also has some resources:

e/chinese.html
There must be others.
If you are based in the UK, get in touch with the School
of Oriental and African Studies, London University.
Their Chinese Dept has the best resources in Europe, and
excellent links with China.
Good Luck
