Can't login to TS

Help please,

I'm runing a single 2003 server as a DC and Terminal Server, this is the
only server on the network for about 40 clients.

Users are members of Remote Users Local Group on the server but still unable
to login. If I make users members of admin then it works fine. Is this setup
possible, I know its not recomnded.

This server runs everything:
DC, DNS, DHCP, TS, TS-Lic.

Follow-Up set to microsoft.public.windowsnt.terminalserver.domain

Since the TS is on a DC, you will have to give users the right to
Logon Locally to the Domain Controller, in the Default Domain
Controller Policy.
