When user logs into computer he is not the administrator of his machine. Have validated that he is in the local admin group.
 
If User Account Control (UAC) is turned on, then administrative privileges are removed from the session at logon time and any attempt to run something that requires them triggers a prompt that asks for confirmation. If you confirm that its OK then the administrative security token is added to the program so that it can perform the actions it needs to. This is a security feature and is a good way to prevent viruses from worming their way into your system.

There are a few programs which don't issue the prompt - for those you have to right-click the program's link and select "Run As Administrator". The DOS Command Prompt and PowerShell windows work this way.
