I'm confused.

If I buy per device licenses, then an infinite number of users could log in
to the TS from a certain number of devices.

If I buy per user licenses, then an certain number of users can login from
an infinite amount of devices.

Is this right?

Am I also right that I hear that per user TS licensing doesn't currently
work on W2K3? And Micro$oft intend to fix it in a future service pack?

What is the current state of play on per user then? Can they only log in via
one device? Doesn't that defeat the object?

Correct.

It works, but it is currently unmanaged, which means that no Per
User licenses are actually issued to users. Your Per User TS CAL
count will not be decremented in the Licensing Server. You have to
manually keep track of how many users are connecting to avoid
violating the EULA.

In the current situation, users can connect from any number of
devices.
