I have 11 licences (7+4) (per device), and only 2 users can now connect to
Terminal Server 2000

I phoned Microsoft, they have re issued the 11 licences (service client
access licenses), they told me not to bother deleting the previous licenses.

still only 2 users can connect at any one time.

what is going wrong?

You must running Terminal Services in Remote Administrating mode. In this
mode you do not need license server installed but only two remote users can
access TS at the same time.

Please Start Control Panel and go to Add/Remove programs; click on
Add/Remove Windows Components and navigate to Terminal Services. Click
Details and verify the Terminal Services are enabled. Click next button and
you will see a dialog page with two radio batons with two possible settings:
one for "Remote administration mode" - this is the setting your TS is
working right now
second for "Application Server mode" - this is the licensing mode where you
can connect as many users as many licenses you have
