How to enable audio in control panel

How do you enable Control Panel > Sounds & Multimedia > Audio , this is in
Windows 2000 Terminal Server environment, currently all greyed out

And they will stay this way unless you install Citrix MetaFrame or upgrade to
Server 2003. Audio redirection is NOT available in RDP 5.0.
