9000 rpm Northbridge fan

Hey all. I've got an issue with the northbridge fan on my 2nd PC. I have applied silver thermal paste on it before, and maybe i've put it on too thick, so tomorrow i'll try thinning it out a little. It runs at 9k rpm's, and I just can't stand the whiny high pitched noise anymore.
Does anyone have any suggestions on what could be causing this?
I'll post back and let you all know if the paste was causing it.
My specs:
AMD 64 939 3000+ "Winnie"
Asus A8N-SLI Vanilla
1Gb Kingston Value RAM
XFX 6600GT PCI-Ex
Audigy 2
Enermax EG465P-VE FC 460W PSU

Everything running at stock speed.

i doubt paste would make it run that high?... not sure tho.. see if cool n quiet is on, also check ur chipset temps it could be turning up the speed on it because its too hot or thinks its too hot (calibration problems) if its too hot then try getting a new northbridge cooler

No change after re-doing the paste. i'll take your advice and change the HSF on the mobo.
