win2k3 terminal server licensing issues please help

I started a new job as an admin and there is a machine running windows 2k3
server for terminal services. This is the only thing the users use this
machine for. Anyhow the temporary license are past the grace period. Now when
users try to log on they first got unable to contact a license server. So I
ordered 5 licenses from dell. I activated them under the terminal services
licensing. At first when I open terminal services licensing it doesnt see the
license server so I have to add it manually. When I was activating the
licenses the person at microsoft asked if I wanted to use per device or per
user. I chose per user because I wasnt sure. Now it lists in the term server
license screen two things. Existing Windows 200 server-terminal services cal
token(per device) built in unlimited. The second thing showing is Windows
server 2003 Terminal server Per User Cal token type is open total is 5 none
used. When I try and connect to the server it says not allowed to logon to
this session. Can anyone help Im getting really frustrated now.

Is the Terminal Server (not the Licensing Server!) set to use "Per
User" licensing? The default is "Per Device".
You can check this from Administrative Tools - Terminal Services
Configuration - Server Settings - Licensing Mode
If it's set to Per Device mode, it will look for a Device TS CAL
and will not issue your Per User TS CALs.

Check this article, it explains that even after you have
switched licensing mode on the TS, your Per User TS CAL count will
not be decremented:
