Yes, GPO changes can take some time.
Type "gpupdate /force" to force an immediate update of the
policies.
Curious question: why do you want to use the settings in Terminal
Services Configuration? It's so much easier to have all settings
in a GPO, and they will be automatically applied when you install
a second TS.
