License Issue on 2000 TS

I think I have that pre-SP4 issue, but want to be sure before I make any
changes:

25 Clients. Have 30 licenses.
Initial 25, I'm not sure if they were per user or per device, remember this
is 2K so I don't think there's a distinction.
5 additional purchased are shown as per device, however that should be per
user.

My TS License Manger looks like the following:

I'm having difficulty with some clients which aren't letting go of the temp
and when the temp CAL expires, they're out of luck.

What would be the best solution to fix this situation?

First of all, "Per User" licenses do *not* exist on W2K, so both
your 25 initial TS CALs as well as your 5 extra TS CALs are Per
Device.

The information you include shows that the following numbers of
clients have connected:

* 61 different W2K Pro or XP Pro clients
* 25 down-level clients, which have used your initial 25 TS CALs
* 2 down-level clients, which have used 3 out of your 5 extra TS
CALs.
* 21 down-level clients, which have received a temporary license.

Since you have 3 TS CALs still available, I would expect that 3 of
the clients with a temporary license should receive a permanent
license as soon as they connect.

What you can do depends on the following:

If your TS CALs were installed *after* SP3 (which included a
Licensing Enhancement) was applied to the Terminal Server and
the License Server, then they have an expiration date of 52-89
days. Licenses that are not used (because the client does not
connect to the TS anymore) will automatically be returned to the
LS after the expiration date. In the meantime, your new clients
will get a temporary TS CAL, which is valid for 90 days.

Note that these time periods are choosen to make sure that your
temporary license lasts long enough for the old license to become
available again. So if your TS CALs have an expiration date, and
you are reaching the end of the 90 day temporary license period
without having TS CALs available, it means that you have too few
licenses and you simply have to buy extra TS CALs.

If you installed your TS CALs *before* SP3, then they will not
have an expiration date and be permanently issued to the clients.
These licenses will be lost by a fresh re-installation of the
client OS, or if the client is discarded altogether. You will have
to phone the Clearinghouse to get these TS CALs re-issued.

Note that temporary licenses clean up after they expire. The
timeframe for this is 31 days after expiration.
