Windows option to help starup?

This option from windows it will help to load faster the active programs or just the icons in system tray?

System properties/Advance/Startup and Recovery/settings:
Time to display list of operating systems... 30 sec
Time to display recovery option when needed 30 sec

If i set 2sec at these option,windows after boot it wil load everything on the desktop in 2 sec?

No, it will not make your desktop boot in 2 sec.

The first one specifies how long to show a list of Operating Systems if you have more than 1 installed i.e. Windows 98se and Windows XP.

The second one has to do with recovery and how long the menu will be be displayed.
