Thanks...I tried both, and same loop to DOS.
Any other idea beside reinstalling ?

I followed instruction in article 151717 and removed the DOS=Single in
config.sys. That did it.

Yes: Rename away C:\CONFIG.SYS and C:\AUTOEXEC.BAT
When you ran the DOS mode session, did you do so from a desktop or
QuickLaunch icon? If so, did you double-launch it? If so, then the
second instance copies the startup pair from the first instance over
the system *.WOS backup copies.
So now, when you Exit the session, it effectively exits back to the
same session. As both the current and *.WOS forms of Config.sys and
Autoexec.bat are for the DOS mode session, they are unsuitable for
Windows even if you remove the DOS=SINGLE line that is responsible for
trapping you in DOS mode. Rename them away, then reboot.

Please take a look at cquirke's reply to your post, as removing the DOS=Single line may still leave you with an inappropriate config.sys file for Windows.
If you post the contents of the autoexec.bat and config.sys files, we can look them over and see if that is the case.
