The obvious thing, which you probably know, is that you have to plug
in the new mouse while the machine is turned off. It should be found
when the machine boots up.
Other than that, if the mouse can't be found it implies that either
the mouse or the port it's plugged into is malfunctioning. Can you try
your mouse in a different port or maybe on a different computer?

What type of mouse, PS/2 port or USB?
If you or someone else was playing around with the
settings in the BIOS, the PS/2 mouse port might also have
been disabled. It might have been disabled to free an IRQ
line.
How is the entry for the mouse looking in the Device
Manager?
