Depends on your provider. Most will work if you buy a PPPoE capable router.
(Then it doesn't matter what OS you use).

If the device you use to connect to high speed cable has the right drivers
for W95, then it works just fine. For instance, if you are connecting
through a LAN and a local server then if the LAN connection works the high
speed cable internet works.
